Active Content has been deprecated by Amazon, but is (as of current FW) still supported on all the Kindle eInk line (provided FW >= 2.5).
It is known to be broken on a number of select combinations of devices/FW versions, but should be working fine on current (as of now) FW versions.
As for the compatibility issues, yes, perfectly normal. There are two major versions of the framework, one for touch devices (KDK 2), one for non-touch devices (KDK 1). Stuff built for KDK1 won't run on KDK2, and vice-versa. A number of the official apps were never updated for KDK2.
