Not all Prime items guarantee delivery in two days, and when they can't you will not see a guaranteed delivery date upon checkout. I have learned to look for that. These items usually say when delivery is available on the item description page, but not always.
What I have a problem with is this new Ship by Region program. Almost all of the items returned from a search said Prime (4-5 days) with no way to filter them out. You can filter out add-on items, so Amazon needs to have a way to filter out 4-5 day orders as well. Both have additional restrictions on normal Prime rules.
