Using Chrome under Windows, once you've opened settings, it's under the advanced settings => privacy => content settings (or chrome://settings/content in the address box). Or just type javascript in the search box once you've opened settings. Under Android, settings => site settings, Javascript allowed/disallowed. Under iOS, there seems to be no setting to disable Javascript.

Using Firefox, enter about:config in the address bar, search on javascript and toggle the javascript:enabled setting for Windows and Android.
