Way too lazy to compare kernel configs, but I'm guessing the PW2 kernel is missing some key stuff compared to the PW3, which might explain the lack of functionality on a PW2...

A quick dmesg check on the two devices might be a good start, though, if you have shell access to your device.

(The rest of the FW itself *tends* (a notable exception being graphic assets tailored to the target screen resolution, for instance) to mostly be identical between devices on the same build, most of the device-specific stuff lies in the kernel).
