It's actually not a particularly hard feature to implement, but I dont think it belongs in the search panel as it would only be possible to do searches, not replaces -- replacing across tags is a easy way to screw up your HTML.
Probably as a dedicated tool. However, I do have rather a lot on my plate at the moment, so no promises.
