I am not sure if Kindle Active Content is encrypted, but as long as it lists your Kindle a compatible you will be able to download it directly to the device and Amazon will take care of making it run.
FWIW, that particular Active Content lists the Keyboard as a supported device.

No duh it won't work on the HDX. The HDX is an Android device and runs Android apps, and Active Content is completely different since it is written for E-Ink Kindles which run a custom embedded linux operating system.
