When I got mine, the built-in battery was at 70% (expected). Plugged in the cover and it was able to charge it up to 94% fairly quickly (within a half hour or so?) while using it to set it up and download content. A couple things I've noticed:

1) The cover won't charge the battery up past ~94%. I suspect this is to keep the charging efficient. I am not entirely certain, but I have a guess that topping up the battery is actually somewhat "expensive" in terms of mAh spent versus mAh stored. So it probably doesn't bother.
2) The cover becomes the primary battery while it is plugged in. So using the Oasis while plugged in will not make charging slower as far as I can tell, and it means that even while the battery in the Kindle itself is low, you really don't need to wait or anything like that to use it.

Edit: Just to be clear, by "plugged in", I mean plugged into the cover, not an outlet.
