There's a knack to it. You need the desktop version, not the default mobile site.

Sign into Dropbox
Navigate to the folder your book is in then select the grey'd out words Desktop Version at the bottom of the folder. (I guess you could select the words Desktop Version anywhere you see them)
Now press on the ePub and a row of words will appear at the top of the folder. Select the word Download and a pop up will appear saying File Download and asking you to continue or cancel.
Select Continue then wait for the pop up that says Download Complete, then close or open.

I close and navigate to Home/Books and open the book from there. It should also be on a tile on the home page as well.

If you have a tablet it's easier to move/copy the ePub first to a dedicated folder so you don't have to scroll down beyond the screen of the Kobo.
