Not quite at the same level as Kylie Scott, but two authors I've found that write fun stories that are somewhat lighthearted with a good amount of banter are Tawna Fenske and Lauren Layne. Tawna writes for Entangled and Sourcebook while Lauren writes for Loveswept, so there's at least a chance that you can find them at the library.

Another author that most people seem to really enjoy for the lighthearted banter is Alice Clayton. I tried her first book and didn't click with her style, but all of her books have a 4.0 or higher average on Goodreads so clearly I'm in the minority. You should be able to find her books at the library also.
