You have to connect to the Internet to remove ads -
So
AFTER the jailbreak.
HarryT's point is valid for people purchasing from Amazon, Amazon has probably sold all the devices that where running 5.6.5
But your point about ads in your country shows the exception to HarryT's point -
I.E: Kindles can be purchased at places other than Amazon.

And
those Kindles might be 'old stock' -
So stick with my precautions on the 'better safe than sorry' theory.

Then what firmware version you run is up to you (and Amazon, unless you have blocked their auto-updates).
With both steps of the jailbreak done, it is safe from Amazon updates (its 'viral')
