My special conversion libraries are calibre portable folders that share the Calibre folder via a symlink and the calibre-portable.exe via a hardlink, they each have there own Calibre Library and Calibre Settings folders. I update the 'master' Calibre portable every tenth release. I don't keep books in them I just convert in them using the default, but different, files in each Calibre Settings folder. They each service different sources - eg I have s series of them for central banks reports - ECB, OldLady, TheFed, RBoC, RBA etc.

Actually even if there was an Export/Import I might still prefer to do it this way - its more-or-less foolproof. and the storage overhead for each instance is a mere 138KB.

The operative part was Instructions, As in how to find the config files

Per book (last conversion) settings are in metadata.db. They are not in human readable form (in the conversion_options table)

Maybe someone could make a 'document settings' PI to output a CSV or XML file (for a selected book)
