There is always a new processor/SOC coming at the end of the year or next year. It's always more powerful/more energy efficient/better/smaller... And often you wait till the end of the year/next year and then the promissed thing is either postponed or replaced with something new that'll come at the end of the year/next year!
So, if the current device works, and you are not itching for a new toy, it's always better to wait. But if the current device is broken, or that itch must be scratched, just look at wat is available now and make your choice from that.
