Actually, it turns out to have been Ideal Marriage: Its Physiology and Technique, by Theodoor Hendrik van de Velde.
I once worked this into a novel, where I actually did use the name van der Pelt. I would love to think that someone read it and went out and wrote the book under that name, but I don't think that could have happened, because the novel was neither finished nor published.
