Here in NYC the public library uses OD, but also allows for Adobe DRM epubs. It's what inspired me to go and get a library card. I'd had one as a kid, but at some point it lapsed and I'd never bothered to renew it. Then they revamped their systems and changed things and the old card I had became totally useless even for a renewal. Of course cards are 'free' so I'm not sure why this even happened.
I don't think OD is going to become some evil company. They'd have to provide a service that no one else could, and never would, be able to. As it stands should they turn evil libraries have the option of ditching them for alternatives. Including doing it themselves.
Of course since this discussion seems to be the brain child of someone who may not fully understand how libraries are already adapting to digital content, and Overdrive I guess this is essentially irrelevant
