Is this True? 300 ppi is the best the Human Eye can see?

I am always picking up manuals for my devices. I got another on yesterday for my Fire Phone & Found this in it:

However, it is important to note that the human eye can’t easily distinguish anything above 300 ppi. This means that you aren’t likely to notice the difference in saturation or clarity .....

IF this is it then I don't see how anyone can improve on whats out there as far as reading experience goes.
