How are you trying to move the library?
Please give the exact steps you are doing and what errors you are getting, (or at least be a bit more specific about ' It will not let me change this')
For example are you using the 'Move current library to new location' option within the Switch/create library option?
Have you sync switched off on your Onedrive folder?
To start a new empty library use the 'Create a new library at the new location' option within Switch/create library (tick the Copy structure option)
