CC already supports the new content server multi-library feature. You can change libraries without disconnecting and reconnecting.

Will CC be able to change the metadata on a running content server?
Read/write metadata support isn't there yet, or at least I haven't noticed it. But even once it arrives, I am not sure trying to shoehorn it into CC will be the right approach. Instead the user can (probably) connect to the library using a web browser and change a book's metadata using the UI that Kovid will build. CC would see the changes immediately in the content server connection and, after sync time, in the cloud connection.

on cloud connection?
No.
