Ahh!!! An epiphany... I finally understand. Notimp is actually computer generated and this whole thread has been an impromptu Turing Test. It explains the bizarre turns of phrase, and the brief moments of apparent coherency that are quickly subsumed into a morass of unrelated jargonistic nonesense.
