The confusion is that people aren't certain if the setting means "the top button" or if the setting means "THIS one actual physical button that the picture is indicating."
It would be clearer if the picture on the setting screen showed both orientations and indicated which button did what in both.
I tend to agree with your interpretation, but I have seen some dumb UI implementations in my time.
