The 3G modem appears as a serial device with PPP running on it when it 'on'.
Turn the radio on/off does not have any effect on the Qualcomm SoC or its embedded modem.

It does not have to be 'on' to send/receive AT modem commands.

Keep in mind that the DX (like the K2) does not have any 'rescue' features if you brick it.
