Absolutely not!
Why, sometimes he's not wearing a shirt at all! And sometimes, it's a business jacket with no shirt underneath! Sometimes he has blonde hair, and sometims brown! And sometimes she's wearing a peasant blouse, and sometimes it's a modern shirt! Sometimes there's a fast car in the background, and sometimes it's a gothic house!
There's just oodles of differences in Harlequin romance covers & equal differences in the plots!
(I used to read a lot of them, and watched trends... there'd be a run of "sexy aloof English widowers needing a governess for his daughter," followed by "sexy South American guide to USian author/researcher" followed by "sexy Greek business tycoon seeking contract wife for social functions" and always, a recurring category of "sexy man from her childhood who returns to hometown with fortune and wants to [rekindle old flame/revenge himself on old enemies]." There are definite forumulaic plots, but they're not all the same. They are, however, all equally boring and unbelievable to people who don't care for them.)
