I just happen to have the sources of the kernel for 2.5.4 sitting in front of me - -
It has an option to replace the 'idle loop' with a 'doze mode' (not selected as shipped).
So no, not exactly new, more like 6 years old and (perhaps) now being used in the firmware that ships.
Also, they may be re-enabling the 'conservative' governor - -
something they stopped including at about 5.4.x firmware version.
I.E: Only the K5 and earlier has it available (and it is also un-used).

Most of that translation just reads as "Marketing Hype" -
a smooth spin on: "We are re-enabling system features that we forgot to include in last year's models."
The weight change, the new position sensor, the physical size change -
those seem to be actual 'added features'.
