This is a problem with Windows installer. The following should fix it:

1. Press Windows key + R to display the "run program" box.
2. Type "msiexec /unreg", and then press ENTER.
3. Press Windows key + R again.
4. Type "msiexec /regserver", and then press ENTER.

Try running the installer again. It should now work.
