Probably value for TTS flag field in mobi container/header?
Book author/publisher can request that TTS functionality be disabled (so as to "force" people to buy Audible audiobook).
Not sure if you can remote that restriction without removing the DRM first, but after deDRM you should be able to use something like Java Mobi Metadata editor to change that ext field...
