Windows has ADVISED me on software I am about to install.
I have the choice to do anyway (I have seen a few of those latly)

I may have done that. That is NOT a refusal.
Refusal is what you get trying to install 64bit on a 32 bit OS

I would Carefully consider WHAT and WHERE I got the file before doing the install/update anyway
