Maybe a rule that users can say a given work is in the public domain in a specific country but only if they include a list of three or so PD Download libraries they could check to see if it was available would satisfy the copyright police.

I do know that shutting down discussion on what is or is not in PD in specific countries and where a work can be found completely, seems very unsatisfying.
HarryT was not saying don't tell anyone about the book.
He was saying if you live outside the public domain regions, don't tell us about it if you get the book illegally.
