I think there were some reports here of people getting taxes refunded early on, but people were also getting refunds when they had paid less than the competitor's price because of a coupon. In other words, Kobo didn't really seem to know what they were doing. (Shocking, right?) Kobo doesn't tax me either so I haven't paid too much attention to that.
