Epub3 does allow a much longer list of semantic types than epub2. That said, if you read the epub2 (2.0.1) spec for guide semantics they give the list we have plus add the fact that you can create your own types for those not listed by prefixing the semantic with the string "other.".

Notice the period. So epubcheck should certainly allow things like "other.halftitle" and "other.maps" as valid entries in the guide for epub2 as it is clearly allowed in the spec. I know of no readers that use those values but I could easily extend the epub2 add semantics dialog to include and use these "other." prefixed types if anyone is interested in using them for epub2.

epub3 already has a much longer list of allowed Semantic types for use in nav landmarks.
