As Kovid's link describes, you can actually create whatever search you like in the search box... but I suspect you were using the Tag Browser to auto-generate your search.
On the bottom:
Alter Tag Browser ==> Search type when selecting multiple items ==> Match any of the items
Switch to "Match all of the items".
