I've had a few roughly similar issues since upgrading my main desktop machine from Win8.1 to Win10 last August. In every case it seems that the machine simply needed another reboot after an overnight update. To date, (note crossed fingers...) all of the little glitches that have appeared seem to auto-magically go away after a full shutdown and restart. The restarts that some updates do, and perhaps some updates should do but don't, aren't always adequate to re-enable everything after an update.
