I just read the HERE Blog and nowhere does it say that support will end for Win 8.1 devices. I then went to the HERE Maps app on my 520 and it only said that Win 10 devices would cease functionality.

I do believe the article has it wrong about Win 8.1 devices.

I also learned that Nokia sold HERE to a group of German car manufacturers last December, hence the reason for it's withdrawal and/or cessation of development from these devices.
