Thanks DNSB! I've successfully imaged the Touch with a previous firmware - 3.17.3. The device is working a bit better, no more hard lockups, but now get delays while changing pages of 1-3 minutes. This is better than before - but still incredibly frustrating. I only synced it the one time after the hard reset with the desktop software and I never connected to a wifi network. Going to try 3.18 now to see if its any better.
