I don't have an amazon account so I guess it may be registered to the person I got it off.
when I look under "settings" > "Device Info" I get the mac address, the serial number and a "Network Capability" flag which says "Wi-Fi"

Which was when it would have "discovered" that the person who gave it to you had un-registered it from their account.
Which of course would have erased the developer's keys (and MKK and generated the message).
I got the kindle off a family member who has upgraded to a newer model.
It's possible that they unregistered the older kindle but unless this step is explicitly requested by amazon, it's unlikely that they would.

The "Settings" > "Wi-Fi Networks" flag was showing "Available Wi-Fi Networks(0)

This was despite being in range of an AP.

When I attempted to do a "Settings" > "menu" > "Reset to Factory Defaults"
the kindle would not respond.
I found a work around in this amazon forum post

User Jack Savage shows that the device can be reset by setting a password and inputting "resetmykindle" at the login
After this, the Wi-Fi began functioning correctly.
