I want to thank Surquizu the information. I managed to create dictionaries and install on Kobo. I made a basic mistake, forgetting to add the syn files created by Pyglossary to zip files. Which will be processed by Penelope to generate the dictionary for kobo. I had another difficulty updated the pyglossary via git repository. After updated pyglossary could no longer generate the Stardic files due to processing errors of bgl files. What did not happen in the previous version of Pyglossary. So I had to manually install the previous version of Pyglossary. So it was only to create the dictionary kobo which process described above.
Installing dictionaries on the Kobo reader.
In Kobo settings access languages, dictionaries. Unselectt all installed dictionaries.
I turned off the wifi. Kobo connected to the computer via USB. Delete all files In directory: .kobo / dic, and copy the new dictionaries for kobo. In directory: .kobo / dict
And reboot the kobo.
Reenable Wifi
I created three new dictionaries that successfully installed.
