Hi GA Russell! Sorry to hear you are having problems, here is a link to the Motorola Help page for the Moto E 2nd Gen - check out the User Guide PDF. It sounds to me like you are not connected to any wireless network if you are getting that error.

Go to Settings - either touch the gear wheel icon, or swipe down from the top of the screen, and touch on the blue "head" icon at the far right. See if Wireless is turned on, then touch to view available networks, select (e.g. McDonalds) and enter password if required. Some so-called "open" networks like my library and some hotels still require a login through your browser so you may need to open Chrome to complete your sign-in. The phone will remember any wireless network that you have joined previously and reconnect automatically whenever you are in range.

If you are new to Android devices, it takes a bit of getting used to. But I hope you do - I love this $10 phone which I am using right now to listen to Pandora. Not registered as a phone, only use it on wifi.
