Caveat: I have never done this.
My understanding is, there is some flexibility in *some* FXL books, in that if the reader chooses different font sizes, or moves the book from reader A to reader B, the text can reflow within a specified container. Think..div, or blockquote. Can't go from A to next screen, for example.
Now, I have NO idea how that's done. My tendency is to tell clients that if we're making FXL, we're making FXL. Otherwise, we're making reflowable. I can't see an environment in which "reflowable FXL" can work properly.
