If you're buying from a local shop it's possible they got a bad batch and have not sold through them. If you're testing on demo models they have out keep in mind those are ones that the public has likely used and abused to some degree or another.
I just tested my H2O at 100% brightness with and without night mode enabled to get a full black screen and full white screen. There was no difference in the visibility of the LEDs, but as has been mentioned this is an excellent way to find screen oddities which don't actually mean anything for normal reading. Cleaning the screen will reduce these spots considerably, but you are not likely to get a flat black or white color at that level of illumination.
It is worth noting that at 100% brightness without night mode installed my H2O easily doubles as a flashlight for around the home purposes. I would not want to go hiking at night with just the H2O as a light source though.
