Definitely not the case for me. I upgraded my Voyage from 5.6.5 to 5.7.2.1 and there was no reindexing triggered by the upgrade. Given that I currently have 1866 books on my Voyage (that's a nice improvement in the 5.7.x firmware - it tells you this now), it would have been a huge task to reindex them all.
