Agreeing with Davidfor. The Kobo light is not adjusting. Your eyes are adjusting.
My tablet has the same problem. If I use it in the car, I have to turn the light up. If I forget to adjust the light when I come in the house, it is super bright.
The darker the room, the brighter the light looks.
