The light on all the Kobo devices should come on to exactly the same state it was before turning the device off or putting it to sleep. So, if it is on at 10% and the device goes to sleep, it will turn on at 10% when the device wakes.

For the change later, there is no light sensor in the device. Again, whatever setting it is at stays the same until you change it. But, the darker the room you are in, the brighter the light appears. That is just how out eyes work. I frequently adjust the light level as I read. If I'm waiting for a train, it is probably about 30%. If I read in bed with the light out, it might be only 2 or 3%. I just run my finger up or down the edge of the screen while reading to get to the comfortable level.
