I'm guessing the reason one would want to turn the light all the way off would be to save a little bit of energy (probably negligible, minutes rather than hours, but who can say they have measured it?).

But I'm also guessing the reason it does not turn all the way off is so you can get going with reading, even in total darkness. Otherwise it would be difficult to turn on the light so you could read (or to use as an emergency flashlight).
