One last trial idea: (calibre) Icon Themes
Preferences: Look and Feel: Main Interface
Load some other theme: (Restart) and see,
then re load the default theme (button at bottom of the themes list): (Restart) and see

FWIW No other W10 user is reporting this.
Somethin about you rig is not common. Graphics card-driver, Monitors something
