That tells me that something is very wrong on your system (assuming your monitor supports that setting). BTW You do need to resize/move windows when you lower screen size.
I run programs from many eras of Windows . They all view fine, even though they may have been designed when a 1024x768 monitor was the norm.

The Editor has its own configuration. Edit: Preferences
The Icons are a bit smaller (they seem to be the same size as set in the main GUI ('small'), probably because you are going to need some screen space for a goodly portion of the book you want to edit
