That term is not what we commonly use here for anything other the fetching news type pages.
Templates are used to control ADDING from FILES

re: Tag (btw starting with a # might be confusing to some as Custom Colum lookup names MUST start with #)
preTag the original (other) Use Bulk Mode MDE to tag all desired books
Set Preferences: Adding Books (2 items) what to do when using
Copy To Library AND decide What AUTOMERGE MODE to use
Then you aer ready to do it!
Select books in 'other': Right click Copy To Library: <destination>
