That was simply not true. Microsoft do offer only a upgrade from Windows 7, 8, 8.1 to Windows 10 for free up to mid this year. They had never ever offer an free upgrade form Vista or Enterprise licenses. (

There is only one legal way to update with a small fee. Buy a Windows 7 license. Here in Germany I saw these days offers between 20 and 30 Euro.
In addition good to know: There will be no Media center in Windows 10. You need to find an alternative solution if you had use it in the past.
