Maybe even simpler - possibly an unusual (slightly out of spec) long socket depth. You could try if that is the issue with one of those adaptors that screw in socket, have outlets on the side and then have another socket at the end. If only incandescent bulbs work with the adaptor inbetween, then it is an energy supply problem. If no bulb works then it is the socket depth. Make sure to test the adaptor first with a light that does light up cfl or leds.
