If both are on the same network, just COPY the Library Folder over (for free).

The FAQ also has a tip on how to do the configurarion folder.

BUT WAIT there is more
Very Recent Calibre builtin a tool to backup and restore Libraries and settings
So if the old computer is running Release: 2.47 [21 Dec, 2015] or later it is easy-peasy

Click on the Library icon. it will be the item just above the line (and yes, you should be able to run this with the destination on a TEMP folder. Then run the tool (import mode) on the new computer
