That is incorrect. You can have a pre-paid subscription in the past and still be eligible for this offer. The term of the old pre-paid subription must already be over and you are back on the monthly plan. I had the 6 month pre-paid subscription from prime day, it rolled back to monthly. And I just purchased the 24 month valentines subscription that got the 25% (before tax) applied. Currently my status is still monthly until the month is over - then the 24 month subscription is going to be used. I would not be elegible for another discount right now, because I now have a previously pre-paid subscription applied to my account which has not even started (the one I just bought).
