There is no button to download just tags but you can configure the Metadata Download to do so.

On the Edit Metadata screen at the bottom you have Download Metadata and Configure Download Metadata. Click Configure Download Metadata.

On that screen you can select your preferred sources for metadata. I have the Goodreads metadata plugin installed which is my preferred metadata source.

In the Download Metadata Fields area unselect everything but Tags.

I also suggest selecting the Prefer Fewer Tags option which is found on the right hand side.

Click Apply

Now when you go to download metadata it will show you all of the available metadata but it will only download the tags.
