I don't think they take up that much space, but they put themselves in a position where they make it difficult to sit down without sitting on them, thus appearing to take up more space. As an example, it is likely that they choose to rest in the middle of a seating location rather than the left or right side, thus forcing those who don't want a squished chihuahua to choose to sit somewhere else.
